They don't on either count. That looks like Florida or SoCal to me.
Well, ok, they have SOME black people. 2.5% of the population, or roughly equal to the number of people who identify their ethnic heritage as "British" yet are neither English nor Scottish. So like Welsh, Cornwall-ians, um, Northern Ireland-ers, maybe? Does the Isle of Man count or is it its own thing? Cory, help me out here. Anyway, its not very many.

And it's obviously a stock photo, they have the minorities strategically placed in the middle flanked by the white kids and could-pass-for-hispanic tan girl to not seem racist. Canadians aren't savvy or race-aware enough to do to that. The pasty white girl 2nd from the right is a dead giveaway, that photo op is the most sunlight she's seen since she ripped her way out of the womb.
